What are the barriers to teaching disabled children in mainstream education?

Article 24 of the United Nations Convention on the Rights of Persons with Disabilities (2006) makes it clear that children with disabilities shall not be discriminated against and have a right to participate in the general education system.
The Department of Education, in January 2020, found that 12.1% of all students in the UK have special educational needs but only 3.3% of pupils had an education, health and care (ECH) plan in place.
The social model views the world from the point if view of a disabled person, stating a person isn’t disabled by their impairment
