Description
You are the health advisor for a governor from a purple state (evenly split between Democratic and Republican voters). Write a memo for the governor explaining why your state should mandate vaccines for all people who wish to enter any public establishments (bars, restaurants, theaters, stores, etc.).
Be sure to justify why you consider this a state-level issue, and offer analysis about the political liabilities of such a move.
